I think the concept is very misunderstood. I think it’s saying, more so, that in order for you to actually ACCEPT the love someone is giving, you MUST love yourself first. Meaning, to know that you are worthy of love. Thus if you don’t know that you’re worthy of being loved, you may reject the love someone is trying to give.

you need to know what love looks like. Otherwise you can find yourself with the wrong person, or even become the wrong person.
A lot of people get the idea that they’ll be happy once they find the right person, but if you’re unhappy with yourself no one else is going to fix that. I think that’s the point of the statement.
